WPK General Secretary Kim Jong Un Guides Conference

The 6th Conference of Cell Secretaries of the Workers' Party of Korea (WPK) was opened in the capital city of Pyongyang on April 6 amid the great interest and expectation of all Party members and people all out in implementing new strategic line and struggle policy of the socialist construction set forth at the 8th Congress of the WPK and the 2nd Plenary Meeting of the 8th Party Central Committee.

The conference, which was convened at a crucial time in strengthening our Party and developing the revolution, will be a significant occasion in strengthening the Party's leadership and the single-minded unity of the revolutionary ranks in every way and bring about an epochal advance in the implementation of the decisions of the Party Congress and in the socialist construction by more thoroughly establishing the unified leadership system of the respected General Secretary Kim Jong Un in the whole Party and firmly preparing Party cells to be vanguard ranks that defy death to implement the Party policy with strong sense of militant and fighting efficiency.

The great victory and considerable achievements made in the socialist construction in the ideals of "The People Are God", single-minded unity and self-reliance defying all sorts of challenges and difficulties of history are the proud results brought about by the idea of the WPK's idea of giving importance to the Party cells and its line of strengthening the Party cells meant to open up a shortcut to strengthening the whole Party by constantly increasing the function and role of the Party cells, main unit linking the Party and the masses into one and militant units directly implementing the Party's line and policy.

The 6th Conference of Cell Secretaries of the WPK will generally analyze and review the work done by the secretaries of Party cells in implementing the tasks set forth at the 5th Conference of Cell Chairpersons of the WPK and discuss the tasks and practical ways of decisively improving and strengthening the work of Party cells at present.

Attending the conference were Party cell secretaries working in various fields, mainly the exemplary cell secretaries working at production sites, and officials in central and local Party committees.

All the participants were full of ardent reverence for and trust in the General Secretary, who with primary significance attached to strengthening the basic Party organizations in building the revolutionary Party of Juche and accomplishing cause of socialist construction, led the Party cells to become solid cornerstones supporting our Party.

Amid the playing of a welcoming music General Secretary of the WPK Kim Jong Un appeared on the platform to guide the conference.

The moment, the venue for the conference was over-flown with stormy cheers of "hurrah!" of all the participants for the General Secretary who is confidently leading our style of the socialist cause only to victory and glory while demonstrating to the world the dignity and prestige of the great Kimilsungist-Kimjongilist Party with his outstanding idea and energetic leadership.

Taking the platform were Jo Yong Won, member of the Presidium of the Political Bureau of the Central Committee of the WPK and secretary for organizational affairs of the Party Central Committee, Jong Sang Hak and Ri Il Hwan, secretaries of the Party Central Committee, Kwon Yong Jin, director of the General Political Bureau of the Korean People's Army, Kim Jae Ryong, O Il Jong and Ho Chol Man, department directors of the Party Central Committee, and senior officials of the central and local Party committees.

Comrade Kim Jong Un made an opening speech of the 6th Conference of Cell Secretaries of the Workers' Party of Korea.

Stressing that to consolidate the Party as a whole by strengthening grass-roots organizations is a principle of its building inherent and unique to our Party and its proud tradition, he clarified the duties of secretaries of Party cells, the importance of consolidating the Party cells, the intention of the Party Central Committee that regards a conference of cell secretaries as important as a Party congress, and the purpose of convening the conference.

Fully convinced that this conference will mark a significant occasion in further consolidating the foundations of the Party, building our revolutionary ranks into more invincible ones and bringing about a remarkable progress in implementing the decisions of the Party congress and in socialist construction, he declared the Sixth Conference of Cell Secretaries of the Workers' Party of Korea open.

Jo Yong Won made a report "Let's unconditionally and devotedly carry out the five-year plan set forth at the Eighth Party Congress by further boosting the militant and fighting efficiency of Party cells."

He said that the current conference is held at a stirring time when the all-people general march for opening up an era of new advance in socialist construction is powerfully expedited under the wise leadership of the respected General Secretary.

The General Secretary has ushered in a brilliant golden age in strengthening the entire Party by comprehensively developing the ideas and theories of building the great Kimilsungist-Kimjongilist Party and seeing to it that they are applied to the work of Party cells to the letter, he said.

Under the direct initiative and guidance of the General Secretary the Fourth Conference of Cell Secretaries of the WPK and the Fifth Conference of Cell Chairpersons of the WPK took place in the new century of Juche, he said, adding that the new century has been recorded as the one of glory and struggle when the great vitality of the Party's idea of prioritizing Party cells and line of strengthening them are fully displayed.

He noted that the General Secretary set forth the militant slogan "Let Us Strengthen Party Cells into Loyal Cells, into Vanguard Ranks for the Implementation of the Party's Policies!" and indicated detailed orientation and ways for strengthening Party cells at the 5th Conference of Cell Chairpersons of the WPK.

The Party cells serve as the primary units for creating bonds between the Party and the masses and as the militant units and the first-line trench for directly carrying out the lines and policies of the Party by organizing and mobilizing the Party members and other working people, he said, adding: This classical formulation constitutes the undying guidelines scientifically clarifying the importance of the position and role of the Party cells.

The 8th Congress of the WPK and the first workshop for the chief secretaries of the city and county Party committees clearly set forth ideologies and theories including the issue of establishing a revolutionary climate of correctly adopting and unconditionally carrying out the Party decisions, the issue of intensifying criticism, ideological struggle and study within the Party and the issue of turning the work for strengthening Party cells in the one of Party committees, he noted, adding: This has made sure that the Party gets stronger in its revolutionary nature and appearance as a working, struggling and advancing party, and helped enhance its fighting efficiency in every way.

The energetic ideo-theoretical activities of the respected General Secretary will shine forever along with the development of the Party cells, he said.

The General Secretary has always paid deep attention to strengthening the basic Party organizations and wisely led the work for boosting the militant function and role of Party cells, he pointed out.

He said that the wise guidance of the General Secretary assured the cell secretaries of the whole Party of whom they are, what they should do and where they should stand and how they should struggle when the Party and the state suffer hardships.

He said that the proud life and high honor of the Party cell secretaries are unthinkable apart from the benevolence shown by the General Secretary who has placed the deepest trust in them, raised their spirit and led them step by step.

His great love and trust have helped many cell secretaries grow into vanguard fighters and paragons of the times who carry out the Party policies, the reporter noted.

The Party cells have so far been consolidated as firm integral organizations that achieved ideological and volitional unity of their members, basic foundations of the Party which have taken deep roots among the masses, and permanent cornerstone for ensuring the implementation of the Party line and policy, he said, and went on: This is the great fruition of outstanding idea and leadership provided by the General Secretary.

The reporter, reflecting the unanimous feelings of all the participants and other people across the country, paid the highest tribute to President Kim Il Sung and Chairman Kim Jong Il who developed the WPK into an invincible and powerful one with hundreds of thousands of militant Party cells, and extended the highest glory and warmest greeting to the respected Comrade Kim Jong Un, the tender-hearted teacher and father of the cell secretaries ushering in the greatest heyday of developing the Party cells with his extraordinary ideological and theoretical wisdom and energetic leadership.

The report referred to the successes and experience in the work of the Party cells in the course of the struggle for thoroughly implementing the important tasks set forth at the 5th Conference of Cell Chairpersons of the WPK for developing the Party cells into the ones of loyalists and vanguard ranks for implementing Party policies.

It cited facts of how the Party cell secretaries made a great advance in developing the Party cells into the ranks who take the lead in devotedly defending Kim Jong Un and groups of steadfast loyalists by conducting to good effect the ideological education of various forms and methods for training the Party members to be genuine Kimilsungists-Kimjongilists.

It stressed that the Party cells brilliantly implemented the Party policy and fulfilled the main revolutionary tasks entrusted to their units by orienting organizing and guidance of Party life of the Party members to performing their revolutionary tasks.

It said that the Party cells effected a collective innovation in implementing the Party policy through dynamic political work for arousing the mental power of the masses, and went deep among the people's life whenever they faced stern times before inspiring them with confidence and courage and leading them in order to let them cast in their lot with the Party Central Committee.

It referred to the successes achieved by the Party cell secretaries in making a breakthrough in the van of difficult and tough work by setting personal examples for the masses to follow.

It added that the experience of the Party cell secretaries achieving good successes in their work clearly prove that they can overcome difficulties encountered and bear good fruits in implementing Party policy when they train all the Party cell members as genuine loyalists who share intention and breath and keep pace with the General Secretary and develop the Party cells into an ideologically pure body and a patriotic collective united in thinking and purpose, morality and sense of obligation.

The report reviewed the mistakes of failing to push forward the work of increasing the militant might of the Party cells in line with the Party's intention in the past.

The report made impartial criticism of Party cells that failed to firmly adhere to the work of establishing the unified leadership system of the General Secretary as the key point of their work, to organize and guide the Party life of the Party members under a meticulous plan with the main emphasis put on hardening their Party spirit, to definitely turn the Party cell work to the one with the people and to fulfill their duty as direct militant units of implementing the Party policies. It also exposed the mistakes of the Party cell secretaries who failed to acquire the personality and qualities as befits political officials of primary organizations enough to correctly conduct the work of embodying good methods of working with the masses and also mistake of those who, without Party principle and revolutionary principle, stopped short of intensively struggling against anti- and non-socialist practices.

It pointed out that the mistakes by which the Party cell work did not meet the Party's intention and the demands of the developing revolution are owing to the Party committees at all levels not providing substantial guidance over the Party cells, and low political awareness and business ability of the Party cell secretaries, contending very serious is the consequence.

It stressed that all the Party cell secretaries should seriously look back on their past work with conscience as a Party member and become able primary political officials working heart and soul to strengthen Party cells, cherishing the deep trust given by the General Secretary as boundless honor and their whole life.

Saying that the absolute worship of all the Party members, people and service personnel for the General Secretary grows more ardent as time goes by and they are making uninterrupted leaps forward towards the high peak of socialism at present, the reporter added this urgently calls on everyone to firmly arm themselves with Kim Jong Un's revolutionary idea and outlook on the revolution before setting forth tasks for strengthening Party cells.

He underscored the need for Party cell secretaries to bear in mind the importance of the historic duties they assume before the times and revolution, throw themselves into the sacred work for ensuring that the entire Party and the whole society breathe and move guided by the revolutionary idea of Kim Jong Un, and establish the strong revolutionary discipline and order by which everyone moves as one under his unified leadership.

He called for putting the focus of the work of Party cells on implementing the decisions of the Eighth Party Congress, and devotedly carrying out the tasks of the first year for the new five-year plan for the present.

He stressed the need to energetically conduct political work for encouraging Party members and other working people to carry out the Party's decisions and in particular to raise more fierce flames of collective innovations under the uplifted communist slogan "One for all and all for one!"

He called on Party cell secretaries to effectively organize organizational and ideological life of Party members in order to train them as genuine loyalists and true revolutionaries who firmly trust and follow the General Secretary only, and wage a vigorous struggle to turn Party cells into loyal cells together with the substantial work of ensuring that the loyal cells glorify their honor.

He stressed that they should work heart and soul for the good of the people by following the noble example of the General Secretary whose motto is the people are God and who pays devoted service for their wellbeing and that they should strive to rally the people closely behind the General Secretary.

He continued that the Party cells should be the first movers in actively sweeping away anti- and non-socialist practices and launch an intensive drive for establishing moral discipline.

The report mentioned the issue for Party cell secretaries to make their units patriotic collective advancing in unity and communist collective overflowing with beautiful and noble moral traits through intensified education in collectivism and morality, the issue for the Party cell secretaries to acquire and polish high ideological and spiritual traits and quality as required by the revolutionary practices that have entered the new stage of development, the issue for Party organizations at all levels to support the work of the Party cells and other issues for bringing about fundamental innovation in the work of the Party cells.

Jo Yong Won said that strengthening the Party cells is just the strengthening of our Party and that the role of the Party cell is exactly the leadership strength and fighting efficiency of our Party, adding all Party cell secretaries should not forget even a moment their important mission of being in charge of the basic organizations of the dignified WPK and they should be the front-line combatants and vanguard fighters who are devotedly implementing the new five-year plan set forth at the 8th Congress of the WPK by upholding with loyalty the revolutionary idea and leadership of the General Secretary.

The report was followed by speeches by Pak Myong Gun, Party cell secretary of repair work-team of cement shop under the Sangwon Cement Complex, Ji Tong Gyu, Party cell secretary of Pak Thae Son-led Hero Work-team of the Yonggwang Pit of the Kumgol Mine, Pak Kwang Hyok, Party cell secretary of thermal insulation work-team No. 1 of thermal insulation shop under the Pyongyang Thermal Power Plant, Pak Kon Il, Party cell secretary of the repair work-team No. 2 of steel shop No. 2 under the Kim Chaek Iron and Steel Complex, Ju Yong Bom, Party cell secretary of the electrolysis repair work-team of the water electrolysis shop under the Hungnam Fertilizer Complex, Pak Hyon Chol, secretary of branch Party committee and first Party cell secretary of crop-raising work-team No. 10 of Kangson Co-op Farm in Chollima District, Kim Chun Song, first Party cell secretary of road supervision team of road repair and management corps under the Kaechon City Land and Environmental Conservation Department, Kim Song Nam, Party cell secretary of the Kim Jin Youth Shock Brigade under the Songnam Youth Coal Mine, Pak Yong Chol, Party cell secretary of fishing vessel "Tanphung 18-03" under the January 8 Fishery Station, Ri Ho Jun, first Party cell secretary of the North Hamgyong Provincial Public Prosecutors Office, Pak Song Chol, Party cell secretary of work-team No. 13 under the Kosan Combined Fruit Farm, Song Jin Gyok, Party cell secretary of the candy work-team of the Kaesong City Children's Foodstuff Factory, and Kim Jong Sik, Party cell secretary of the assembly shop under the Songchongang Electric Appliances Factory.

Analyzed and reviewed in depth through the speeches were successes and experience gained in the struggle in the past for preparing all the Party members in the cells to be genuine Kimilsungists-Kimjongilists and strengthening the party cells into integral organizations firmly united and consolidated in one thought and one purpose and powerful combat units thoroughly implementing the line and policies of the Party in the van.

The participants were deeply moved by the experience of the Party cell of the repair work-team of the cement shop under the Sangwon Cement Complex and the Party cell of the Pak Thae Son-led Hero Work-team of the Yonggwang Pit of the Kumgol Mine that achieved shining successes in fulfilling the national economic plan by actively educating Party members and other working people in leadership exploits of the Party and making the noble traits of sincerely helping each other pervade the collective.

Mentioned in the speeches were experiences gained by different Party cells including the one of thermal insulation work-team No. 1 of the thermal insulation shop under the Pyongyang Thermal Power Plant, the one of repair work-team No. 2 of steel shop No. 2 under the Kim Chaek Iron and Steel Complex and the one of the electrolysis repair work-team of the water electrolysis shop under the Hungnam Fertilizer Complex. They made sure that the collective innovation and popular heroism were fully displayed in implementing the Party's policies and carrying out the revolutionary tasks by orienting the work of Party cells to preparing Party members and other working people to be intelligent workers true to the Party's idea of attaching importance to science and technology.

Also introduced were the experience gained in ideological work by the Party cell of the Kim Jin Youth Shock Brigade of the Songnam Youth Coal Mine and the Party cell of fishing vessel "Tanphung 18-03" under the January 8 Fishery Station. The Party cell of the Kim Jin Youth Shock Brigade of the Songnam Youth Coal Mine fulfilled their yearly tunneling plan more than 200 percent for five years and were honored with the title of loyal Party cell for leading the young people with the loving care to train them into pillars who will shoulder the future of the coal mine, and the Party cell of fishing vessel "Tanphung 18-03" under the January 8 Fishery Station ensured big fish hauls in the van of creating the history of "gold seas" with the Party's trust and expectation as motive power and driving force.

Listening to the speeches, the participants were convinced that the fighting efficiency of the Party cell depends on their ability and role as the secretaries of the Party cells and that there is no problem insoluble when they believe in the Party members and the working people and rely on their strength as intended by the Party Central Committee.

The speeches criticized and summed up defects in which some party cells failed to organize and lead the party life of Party members in a meticulous way.

Speakers were determined to bring about a revolutionary turn in the work of Party cells as required by the developing situation and make positive contribution to the implementation of the new five-year plan set forth at the 8th Party Congress by living up to their mission and duty as primary political workers of the glorious Workers' Party of Korea.

Opening Speech Made by Respected Comrade Kim Jong Un at Sixth Conference of Cell Secretaries of WPK

The following is the opening speech made by the respected Comrade Kim Jong Un at the Sixth Conference of Cell Secretaries of the Workers' Party of Korea (WPK):

Dear comrade cell secretaries,

The Sixth Conference of Cell Secretaries of the Workers' Party of Korea is being held when the whole country is in a remarkably high spirit in the efforts for implementing the decisions adopted at the Eighth Congress of the WPK and the Second Plenary Meeting of its Eighth Central Committee.

Availing myself of this opportunity of seeing you here, you comrade cell secretaries who always live and work with all the Party's members and the other working people boundlessly faithful to the Party and the revolution, I would like to extend, in the name of the Party Central Committee as well as mine, warm thanks and greetings to you, participants in this Conference, and all other cell secretaries and members of the Party for working with devotion for the strengthening of our Party and the prosperity and development of our country.

Dear comrade cell secretaries,

Really heavy are the duties you have assumed in this pivotal period, an important phase in the strengthening of our Party and the development of our revolution.

This is because the implementation of the decisions of the Party congress aimed at advancing our style of the socialist cause on a higher stage by achieving a tangible change and development in the economic work, in improving the people's living standards and in all other fields even in the worst-ever situation in which we have to overcome unprecedentedly numerous challenges depends on the role played by the cells, the grass-roots organizations of the Party; it is also because the fighting efficiency of the Party cells depends on their secretaries.

The fighting programmes and policies set forth by the Party congress and the plenary meeting of the Party Central Committee can be executed to the letter and bear rich fruits only when all the organizations of the Party, its cells to be concrete, accept them correctly and turn out in a fierce struggle for implementing them.

Cell secretaries are replaced by other persons more often than not across the Party, and there are many cell secretaries who have just assumed their position.

Given the situation, it is the intention of our Party Central Committee to meet the cell secretaries across the Party at a regular interval, so as to discuss the cell work, guide and assist them and thereby consistently strive to strengthen the Party cells.

Proceeding from this, the Party congress prioritized the work of politically and practically preparing the cell secretaries who are in charge of the grass-roots combat units for executing the Party's lines and policies, and stipulated in the Party Rules that a conference of cell secretaries shall be held every five years in keeping with a Party congress.

There are many Communist and Workers' parties in the world, but it is only our Party that holds a conference of leaders of its grass-roots organizations on a regular basis so that its Central Committee can discuss work with them face to face.

To consolidate itself as a whole by strengthening grass-roots organizations is a principle of its building inherent and unique to our Party and its proud tradition.

Our Party Central Committee frequently meets the cell secretaries, who are always among the Party's members, listens to their opinions and teaches them in order to communicate with the broad sections of the Party's members and the other working people in this course and lead the revolution and construction in conformity with their opinions and requirements.

The work of thoroughly preparing the cell secretaries who are in the position of linking it with the masses by the same bond of blood relationship and organizing and enlisting the Party's members and the other working people to implement its lines and policies is the most important activity of the Central Committee of our Party.

This is why the Party Central Committee regards a conference of cell secretaries as important as a Party congress and directs much effort to ensuring it a success.

Although some successes have been achieved in the work of strengthening the Party cells and increasing their role since the Fifth Conference of the Cell Chairpersons of the Workers' Party of Korea, there are quite a few shortcomings as well.

To immediately correct the shortcomings latent in the work of Party cells is an inevitable process that should be followed by our Party for its healthy and sustainable development; and only then can our Party creditably carry out its mission as the militant General Staff that leads the revolution and construction with its roots struck deep among the masses of the people.

Even though the shortcomings may be partial and small, they should never be neglected.

To identify a practical means for turning all the Party cells, its grass-roots organizations, into united and militant collectives and apply it actively to their work so as to make the short cut to strengthening the whole Party even shorter and dynamically advance socialist construction–this is the important objective of convening this conference in a grand manner. You must be well aware of this.

Comrades,

Cell secretaries are hard-core members of our Party and standard bearers in implementing Party policy.

The Party Central Committee expects that you will work in a more proactive and responsible way to strengthen the Party cells.

This conference will comprehensively review and analyze work of the cell secretaries since the Fifth Conference of Cell Chairpersons of the Workers' Party of Korea, and discuss the tasks and ways for decisively improving and intensifying the work of its cells at present.

You should participate in this conference with a high level of political consciousness and enthusiasm, so as to study in real earnest how you are supposed to do if you are to inspire the Party's members and the other working people to the implementation of the decisions of the Party congress and possess the qualities befitting the primary political officials of the Workers' Party.

It is important that, while looking back on your work in combination with the issues to be discussed at this conference and your past achievements, experiences, shortcomings and lessons, you find a methodology for turning the work of Party cells decisively into the work of understanding people's minds, feelings and emotions and uniting the members of Party cells and other working people with different personalities and qualifications as firmly as your own family members are.

Participating in this conference are 10 000 persons including Party cell secretaries in various sectors, mainly the exemplary ones working at production sites, senior officials of provincial Party committees and other Party committees performing equivalent functions to them, chief secretaries of the Party committees of cities, counties and industrial complexes and relevant officials of the Party Central Committee.

Fully convinced that this conference will mark a significant occasion in further consolidating the foundations of the Party, building our revolutionary ranks into more invincible ones and bringing about a remarkable progress in implementing the decisions of the Party congress and in socialist construction, I declare the Sixth Conference of Cell Secretaries of the Workers' Party of Korea open.

   Second-day Sitting of Sixth Conference of Cell Secretaries of WPK Held

The Sixth Conference of Cell Secretaries of the Workers' Party of Korea (WPK) continued on April 7 amid the ever-growing revolutionary enthusiasm of its participants to bring about an epochal advance in implementing the decisions of the 8th Congress of the WPK and the 2nd Plenary Meeting of the 8th WPK Central Committee by further strengthening the Party cells that serve as the direct fighting units for implementing the line and policies of the Party.

Jo Yong Won, member of the Presidium of the Political Bureau of the Central Committee of the WPK and secretary for organizational affairs of the Party Central Committee, and other secretaries of the C.C., WPK guided the meeting.

Speeches were made at the second-day sitting.

The cell secretaries, being deeply aware of the importance of the conference in the course of the struggle for strengthening our Party and achieving a fresh victory in socialist construction, carefully listened to the speeches, analyzing and reviewing the successes and experience gained in the work for implementing the policy of strengthening Party cells set forth at the 5th Conference of Cell Chairpersons of the WPK.

Introduced in the speeches were the dedicating and enterprising work experience gained by the cell secretaries who have distinguished themselves in fulfilling their revolutionary tasks by developing the Party cells into the groups of ardent loyalists deeply trusting and following the respected General Secretary Kim Jong Un only and vanguard ranks that carry out the Party policies.

Kim Un Gyong, first Party cell secretary of silk-reeling workers of Workshop No. 3 of the Pyongyang Kim Jong Suk Silk Mill, referred to the successes made in giving full play to the mental power of the producers by conducting, in conformity with the specific conditions of her unit, the ideological education for adding glory to the leadership exploits of the Party in combination with the work for learning from the fighting spirit of the former generations.

She proudly said for the past five years her Party cell has produced many members who have fulfilled their national economic plans of several years and over-fulfilled national economic plan every year by further raising the flames of collective innovation, in which one helps and leads another under the uplifted communist slogan "One for all, all for one!"

Jo Yong Gil, Party cell secretary of the flatcar-making work-team at the locomotive assembly shop of the Kim Jong Thae Electric Locomotive Complex, and Kim Hong Il, Party cell secretary of the conservation and management section of the Ryanggang Provincial Management Bureau for Revolutionary Battle Sites, recalled that they have focused on improving the work of organizing and guiding the Party life of their cell members under detailed plans.

The speakers also told about how they wonderfully carried out the Party policies and main revolutionary tasks before their units by concentrating on carrying out the Party decisions in the work of their Party cells and arousing creative enthusiasm of the masses.

Jo Yong Gil said he oriented the guidance on the Party life into carrying out the revolutionary tasks and aroused the members in his Party cell into displaying loyalty and performing exploits, thus making active contribution to successfully producing subway trains, developing and producing a six-axle alternating-current electric locomotive and repairing electric locomotives.

Kim Hong Il said he meticulously conducted ideological education with main emphasis put on making sure that the Party cell members fully discharge their responsibility and duty in the work for permanently preserving the eternal treasure of the revolution, always cherishing the pride and honor of being the revolutionaries safeguarding the undying revolutionary history and exploits of the peerlessly great men and the relics and sites related to their revolutionary history. These speeches, too, left deep impression on the participants.

Ri Kang Chol, Party cell secretary of Mining Company No. 2 of Pit No. 2 of the Ryongmun Coal Mine, and Kim Yong Il, Party cell secretary of the Bioengineering Research Room of the Rice Institute of the Academy of Agricultural Science, in their speeches referred to how they strengthened the fighting efficiency of the Party cells by furthering the vanguard role of their Party members with the help of concrete methodology.

Introduced in speeches were experience of how they channeled efforts into making the members of the Party cells play the role of educators in the work with the masses with loyalty for the Party, the country and the people and in spirit of dedicated service and turned their units into groups of model innovators in implementing the national economic plans and in conducting scientific researches.

Then, Ho Yong Il, Party cell secretary of heating work-team No. 2 of the semisteel shop of the Hwanghae Iron and Steel Complex, and Han Sam Hyok, Party cell secretary of the Kanggye General Precision Machine Plant, said that they led the masses with practical example, enshrining deep in mind the teaching of the General Secretary that it is the obligations and basic duty of the Party cell secretaries to do the work among the people well.

Vividly recalling past deviations by which they failed to see through the real intention of people but took issue with only the existing conditions, and their endeavors to overcome those deviations and to open a door to the people's minds, they said they gained a valuable experience that the unity and fighting efficiency of the group will be boosted and much bigger achievements can be made in carrying out the Party's decisions when they go deep among the people despite hardships and devote their sincerity to rid them of mental troubles and difficulties, especially when they educate them to preserve the conscience of the working class.

Ju Pyong Su, Party cell secretary of the ferrous metallurgical chair of the Department of Metal Engineering of Kim Chaek University of Technology, deeply impressed the participants when he said that he successfully conducted the work with teachers and researchers by using the methods suited to their different characters and readiness, thus leading his cell members to contribute to helping the university fully discharge its role as an engine for accelerating the development of science, education and economic construction of the country and as the one of leading universities of the country.

Kim Myong Son, Party cell secretary of the stockbreeding work-team of the Yongjin Co-op Farm in Kangnam County, and Choe Myong Song, secretary of the branch Party committee and concurrently first Party cell secretary of work-team No. 2 of the Paeksok Co-op Farm in Sinchon County, referred to the successes they made in implementing the Party's agricultural policies and contributing to solidifying the foundations of the rural communities by arousing enthusiasm of the masses with their personal examples and strengthening the ranks of primary officials.

Noting they deeply realized once again how important the cell secretaries' good examples and the role of primary officials are in arousing mental power of the masses in the struggle for implementing the tasks set forth at the 5th Conference of Cell Chairpersons of the WPK, they told about their good experience in their work.

The speakers said that it is clearly proven that only when the Party cells are made group of genuine loyalists and ideologically pure entity sharing the intention and breath and keeping pace with the Party Central Committee, would it be possible to overcome whatever hardships and difficulties and bring about wonderful fruition in implementing the Party policies.

They stressed that all the achievements made in the Party cell work in the past are the shining fruition of the outstanding leadership of the General Secretary who put the greatest trust in the Party cell secretaries and led them step by step to significantly raise the militant function and role of the Party cells.

They expressed their firm will to strengthen Party cells, the lowest-echelon organizations of our Party, into vanguard ranks of loyalty upholding the revolutionary idea and leadership of the General Secretary in single mind and to make landmark progress in the struggle for implementing the decisions made at the Party congress.

Carefully listening to the speeches, the participants came to deeply understand how heavy their mission is, realizing that to arouse the Party members to implement the decisions of the Party congress by turning Party cells into the iron-willed groups strong in their sense of organization and discipline and fighting efficiency totally hinges on the role of the primary political officials of the Party, and that the successful implementation of the new five-year plan entirely depends on the strengthening of the Party cells.

They were also clearly reminded once again that they can bring about new innovations and perform exploits in fulfilling the revolutionary tasks when they give priority to their political work of arousing the mental power of the masses, always doing twice and thrice as much work as others and making a breakthrough by buckling down to doing toilsome jobs before anyone else.

Kim Chol Nam, Party cell secretary of the aldehyde work-team of the synthesis shop of the February 8 Vinalon Complex, Choe Jong Rim, Party cell secretary of the angiography section of the hospital specializing in heart of the Korea General Red Cross Hospital, and An Il Gwan, Party cell secretary of power station No. 5 of the Hochongang Power Station, Choe In Guk, Party cell secretary of Hwaphyong Senior Middle School in Nyongbyon County, Kim Kon Il, deputy secretary of the primary Party committee of the Ministry of Chemical Industry, Choe Myong Il, Party cell secretary of work-team No. 7 of the Hwanggang Farm of the Thosan Duck Farm, Ri Un Song, Party cell secretary of the third shift team of the gas generator shop of the Chollima Steel Complex, and Choe Kwang Myong, Party cell secretary of the Yangji branch social security station of Phyongsong City, criticized themselves for failing to successfully conduct their cell works as intended by the Party.

They said they keenly realized, while reviewing their past work, that if a Party cell secretary fails to dedicate himself to organizing and guiding the Party life of his cell members and drop his stereotyped and chronic working manner, the Party cell will become a spiritless one, bereft of executive and fighting ability, and the Party decision be reduced to an empty talk.

They stressed they learned the lessons that their failure in intensifying the struggle against wrong deeds and in observing the Party principle will entail such a serious consequence as disrupting the unity of the collective and furthermore, divorcing the Party from the masses.

Seriously analyzed in the speeches were also the reasons of the mistakes they made by failing to regularly acquaint themselves with the work of cell secretaries and meticulously organize the work for promoting the militant function and role of Party cells.

They pledged to fully discharge their responsibilities and duties in preparing cell secretaries of their units to be competent political officials of primary organizations with high ideological and mental traits and qualifications and turning their Party cells into the ones strong in their unity and fighting efficiency, by concentrating the Party work into strengthening cells, true to the idea of our Party on prioritizing the Party cells.

The conference also emphasized ways for all cell secretaries to bring about a new turn in the traits of Party work and working manner, well aware of their duty in implementation of the decisions made at the 8th Congress of the Party and the 2nd Plenary Meeting of the 8th Central Committee of the Party.

The participants renewed their will to thoroughly apply the good experience cited by the speakers to their work with the heavy mission that they are responsible for the basic organizations of the dignified WPK.
