About DPRK International Youth Friendship League

The DPRK International Youth Friendship League (DPRK IYFL) was established on April 15, 2026, as the “youth wing” of the DPRK International Solidarity Group (DPRK ISG) with the aim of consolidating activists from different countries striving for a correct understanding of the DPRK and the strengthening of friendship among peoples.

 

   Key Events   


— November 30, 2023 – The first primary cell of the DPRK ISG was opened at the University of World Civilizations (UWC).
— April 7, 2026 – At a meeting of the heads of the primary cells of the DPRK ISG, a decision was made to establish the IYFL, and the text of the declaration was prepared.
— April 9, 2026 – The Declaration on the Establishment of the IYFL was signed.
— April 15, 2026 – The President of the DPRK ISG, Comrade Zheng Yutong, signed Order No. 27 approving the Declaration on the Establishment of the IYFL and the appointment of its leading officials (official start of the organization’s work).

   Declaration on the Establishment of the DPRK IYFL   

 

We, the activists of the DPRK International Solidarity Group (DPRK ISG), guided by the principles set out in the Charter of the DPRK ISG, and striving for the further development of the international solidarity movement and the involvement of youth in the cause of people's diplomacy, solemnly declare the creation of a youth organization

“DPRK International Youth Friendship League” (IYFL) / 조선민주주의인민공화국과의 국제친선청년동맹.

This Declaration is adopted in accordance with Chapter 3 of the Charter of the DPRK ISG, which provides for the possibility of forming subordinate committees of the Group, as well as for the purpose of raising systematic work with young activists to a qualitatively new level.

Article 1. Status and Goals of the Organization
1.1. The DPRK International Youth Friendship League (hereinafter – the IYFL, the Youth League) is the youth wing of the DPRK International Solidarity Group.
1.2. The Youth League is created to consolidate young activists from different countries striving for a correct understanding of the DPRK and the strengthening of friendship among peoples.
1.3. The organization builds its activities on the principles of voluntariness, self‑governance and strict adherence to the decisions of the higher bodies of the DPRK ISG.

Article 2. Supreme Body of the IYFL
2.1. The supreme body of the Youth League is the Central Committee of the IYFL, which brings together the heads of all primary cells (friendship clubs with the DPRK in educational institutions and other youth associations).
2.2. In the event of the creation of a new “friendship club” or other youth association within the DPRK ISG, its head automatically becomes a member of the Central Committee of the IYFL after registration in the relevant department of the DPRK ISG.
2.3. The Central Committee of the IYFL determines the main directions of activity, approves work plans and coordinates interaction between primary cells.
2.4. The Central Committee of the IYFL may take decisions on the creation, merger and disbandment of “friendship clubs” or other youth associations within the DPRK ISG.

Article 3. Leadership of the IYFL
3.1. The Chairman of the Central Committee of the IYFL is nominated by the President of the DPRK ISG and confirmed by the Central Committee of the IYFL through a non‑competitive election.
3.2. The Chairman of the Central Committee organizes current work, represents the organization in external contacts and reports to the President of the DPRK ISG and the Central Committee of the DPRK ISG.

Article 4. Binding Nature of DPRK ISG Decisions
4.1. The activities of the IYFL are carried out in strict accordance with the Charter of the DPRK ISG.
4.2. Decisions of the President of the DPRK ISG and the Central Committee of the DPRK ISG are binding on the Central Committee of the IYFL and on all organizations that are part of the Youth League.
4.3. In the event of a contradiction between internal decisions of the IYFL and instructions of the higher bodies of the DPRK ISG, the decisions of the latter shall prevail.

Article 5. Membership in the IYFL
5.1. Any person under the age of 30 may become an activist of the Youth League.
5.2. Activists who reach the age of 30 continue their activities directly in the structures of the DPRK ISG without mandatory membership in the IYFL.
5.3. Early transfer of an IYFL activist to the structures of the DPRK ISG is permitted in connection with the receipt of specialized higher education or the making of a significant contribution to the cause of international solidarity by decision of the director of the relevant department of the DPRK ISG.

This Declaration shall enter into force as of the moment of its approval by the President of the DPRK ISG.

Upon the entry into force of the Declaration, all DPRK ISG activists who fall under the criteria of Article 5 shall be considered members of the IYFL.
