17th Enlarged Meeting of Political Bureau and 5th Meeting of Executive Policy Council of 7th Central Committee of WPK Held

The 17th enlarged meeting of the Political Bureau of the 7th Central Committee of the Workers' Party of Korea and the 5th Meeting of the Executive Policy Council of the 7th Central Committee of the WPK took place at the office building of the Central Committee of the WPK on August 25.

Kim Jong Un, chairman of the WPK, chairman of the State Affairs Commission of the Democratic People's Republic of Korea and supreme commander of the armed forces of the DPRK, was present at the meetings.

Attending the meetings were members and alternate members of the Political Bureau including members of the Executive Policy Council of the Central Committee of the WPK.

Present there as observers were leading officials of departments of the WPK Central Committee and members of relevant fields.

Supreme Leader of the Party, the state and the armed forces Kim Jong Un presided over the 17th enlarged meeting of the Political Bureau of the 7th Central Committee of the WPK.

The meeting discussed in depth the relevant issues of examining the state emergency anti-epidemic posture to cope with the world public health crisis and further intensifying the anti-epidemic work.

The meeting seriously assessed some defects in the state emergency anti-epidemic work for checking the inroads of the malignant virus, and studied measures to overcome the defects urgently.

The meeting stressed the need to imbue officials of the Party, public security and defense organs at all levels once again with the idea of the Party Central Committee on taking intense anti-epidemic measures and to thoroughly maintain perfect anti-epidemic posture.

Citing facts about some shortcomings in state emergency anti-epidemic work, the Supreme Leader underlined the need to take active measures involving the entire Party and society for completing and maintaining the anti-epidemic posture and eliminating some defects.

The Political Bureau of the Central Committee of the WPK made relevant decisions on agenda items brought up for discussion.

The meeting put an emphasis on the discussion of the issues of taking thorough state emergency measures on preventing the damage with strong typhoon expected to affect the overall area of the DPRK including South Hwanghae, South Phyongan and North Phyongan Provinces between August 26 and 27.

Comrade Kim Jong Un set forth tasks for the Party organizations, people's power organs and public security organs at all levels, saying that to thoroughly prevent the casualties by typhoon and minimize the damage to the crops is an important work which can never be neglected even a moment for our Party bearing the responsibility for the destiny of the people and also a crucial one deciding whether we would successfully wrap up this year's farming or not.

He stressed the need to conduct information activities among officials, Party members and other working people in an intensive way to awaken them to the importance of the work for preventing the damage by typhoon and the method for countering crisis, and called upon all the fields of national economy to take instant measures to prevent the damage from the typhoon.

The meeting decided to map out and issue the written directive of the Central Committee of the Party on thoroughly implementing the instructions given by Kim Jong Un.

There took place a meeting of the Executive Policy Council following the enlarged meeting of the Political Bureau of the Party Central Committee.

The meeting studied and discussed practical issues arising in implementing the decision of the 6th Plenary Meeting of the 7th Central Committee of the WPK on convening the 8th Congress of the WPK.

The meeting organized the preparatory committee for the successful 8th Congress of the Workers' Party of Korea and decided on the work system and the assignment of work for the panels and groups.

The relevant decision of the Executive Policy Council of the Party Central Committee was adopted with full approval.

Supreme Leader Kim Jong Un Inspects Typhoon-Stricken Area in South Hwanghae Province

Kim Jong Un, chairman of the Workers' Party of Korea, chairman of the State Affairs Commission of the Democratic People's Republic of Korea and supreme commander of the armed forces of the DPRK, inspected typhoon-stricken area in South Hwanghae Province and learned about damage.

Supreme Leader summoned comrade Ri Chol Man, chairman of the South Hwanghae Provincial Committee of the Workers' Party of Korea, to receive a report on the situation of damage in the province.

Comrade Kim Jong Un said: 

The scale of damages caused by typhoon 8 is smaller than expected. I was greatly worried about typhoon. I consider it fortunate that we had not much loss.  

The loss of life could be reduced and the scale of damages in different sectors minimized as all the Party organizations and officials have taken safety measures in a foresighted way immediately after receiving the instruction of the Party Central Committee on thoroughly preventing the damages caused by the typhoon with correct sense of coping with the crisis.

Referring to the need to do well the work of removing the damage by typhoon by focusing all efforts, he pointed out that it is necessary to direct efforts to minimizing the damage in the agricultural field in particular and reduction in the harvest by making a correct examination of the damage to crops and taking measures for improving their growth in touch with the institutions of agricultural science.

Saying that it is one of top-priority tasks to be surely carried out by our Party to go among the people and encourage and sincerely help them when they are in trouble and feel difficult and that the Central Committee of the Party should always be with them both when they are in weal and woe, he instructed every department of the Central Committee of the Party to get engaged in the work of rehabilitating from the damage to farming lands and crops in South Hwanghae Province.

He ardently appealed to everyone to wage an all-out campaign for finishing the recovery from damage as soon as possible with confidence in victory and thus greet the 75th founding anniversary of the Party most significantly and splendidly with proud labor achievements.

Supreme Leader Kim Jong Un Convenes Enlarged Meeting of Executive Policy Council of C. C., WPK in Typhoon-hit Area before Inspection

Kim Jong Un, chairman of the Workers' Party of Korea (WPK), chairman of the State Affairs Commission of the Democratic People's Republic of Korea (DPRK) and supreme commander of the armed forces of the DPRK, convened and guided the enlarged meeting of the Executive Policy Council of the Central Committee of the WPK for organizing the campaign for recovery from natural disasters in areas in South and North Hamgyong provinces hit by Typhoon No.9.

Attending the meeting were members of the Executive Policy Council of the Party Central Committee and leading officials of the Organizational Leadership Department, the Information and Publicity Department and other major departments of the Party Central Committee.

Also present at the meeting were Vice Marshal of the Korean People's Army (KPA) Pak Jong Chon, chief of the KPA General Staff, and other KPA commanding officers.

A vigorous campaign to eradicate the aftermath of the floods and typhoon which recently hit several areas of the DPRK has been underway. Against this backdrop South and North Hamgyong provinces were hit by Typhoon No. 9 that did damage to some areas of the two provinces on Sept. 3.

Heavy rain and strong wind by Typhoon No. 9 caused damage to some areas of the two provinces. So Supreme Leader of the Party, state and army Kim Jong Un immediately dispatched vice-chairmen of the Party Central Committee to the typhoon-hit areas so that they could learn in detail about the damage to each field.

On Sept. 5, he arrived in the typhoon-hit areas in South Hamgyong Province and received a detailed report on the typhoon damage from vice-chairmen of the Party Central Committee.

Heavy rain and strong wind by Typhoon No. 9 destroyed over 1 000 dwellings along the coastline areas of the two provinces each and not a few public buildings and farmlands were inundated.

The meeting had an in-depth discussion about the issue of the recovery from damage in the typhoon-hit areas of the two provinces and studied and decided on the detailed measures such as organization of building force to be urgently dispatched to the areas, designs and material transport.

Comrade Kim Jong Un said the recent work for recovery from damages should be an important course of political work and an occasion of cementing the single-hearted unity, not a mere course of economic and practical rehabilitation for eradicating the natural disasters and continued: 

It is good for the capital city to actively assist the provinces in order to establish as the socialist customs the noble mental and moral virtues of thinking first of difficult people and always sharing sweets and bitters with them throughout the society. If the Party members, those in the capital in particular, take the lead when the country has a hard time, it will greatly contribute to further strengthening the single-minded unity of the society. The Party Central Committee will call on the hardcore Party members in Pyongyang City to organize divisions of Party members of the capital and turn out as one.

He expressed belief that party members of the capital would play a vanguard role in the recovery campaign in the disaster-stricken areas true to the intention of the Central Committee of the Party and fully demonstrate the single-minded unity of our society, sharing weal and woe with party members and workers in local areas and that they would do a large share of work in the holy campaign ahead of the 75th founding anniversary and the 8th Congress of the Party.

Saying that it is necessary to issue a general mobilization order to the transport field this time as during the campaign for recovery from the damage in the northern part of the country a few years ago and push ahead with the transport organization and control to ensure the sufficient supply of materials necessary for rehabilitation, he took measures one by one after estimating the amount of major materials needed for rehabilitation.

Expressing belief that the People's Army would faithfully fulfill its mission and duty as defender of the country and creator of the people's happiness, he issued an order of the Central Military Commission of the WPK of calling for conducting a campaign for recovery of South Hamgyong Province and North Hamgyong Province from damage.

At the enlarged meeting of the Executive Policy Council, Kim Song Il, chairman of the South Hamgyong Provincial Committee of the WPK, was dismissed and a vice-director of the Organizational Leadership Department of the C.C., WPK was newly appointed as chairman of the provincial party committee.

After concluding the meeting, the Supreme Leader inspected the typhoon-hit areas in South Hamgyong Province.

He was accompanied by vice-chairmen of the Central Committee of the Party, commanding officers of the People's Army and leading officials of the major departments of the Central Committee of the Party.

Pointing out that as it was shown by the damage by the recent tidal wave, the conditions of the overall coastline of our country is poor and sea dikes were not properly built, he stressed that this issue is also one of the work to be quickly tackled by us as an important political task.

Comrade Kim Jong Un said:

Under the condition that the natural wildness may continuously strike in the future, too, it is, in the future, necessary to thoroughly examine and consider the safety of inhabitants living near the border between land and water and make a plan to move them to safety zones.

In order to qualitatively build permanent coastal structures for protecting the residential quarters and croplands from the impact of tidal waves and typhoon, it is necessary to make good research and design for building the sea dikes and harbour breakwaters according to the standard method of construction by involving scientific research institutions in the ocean and hydraulic engineering sectors and the harbour and wharf breakwater designing institutes and carry on construction according to yearly plan by mobilizing the national forces.

Learning about the growth of the crops damaged by typhoon, he called for taking positive agricultural and technological measures for minimizing the reduction of the yield.

He expressed the conviction that our Party and people would certainly make an advance while winning great and fresh victory single-mindedly, and our state would certainly be more prosperous however wild the nature may be and how many difficulties we may face.

Supreme Leader Kim Jong Un sends open letter to Party members in capital city

The respected Supreme Leader Kim Jong Un sent an open letter to all the Party members of the capital city Pyongyang at the typhoon-stricken area in South Hamgyong Province on the 5th.

In the letter he said:

As you know through newspapers and broadcasts, different parts of the country have suffered lots of damages at the same time and multiply due to recently consecutive flood and typhoon and a vigorous campaign for healing them up is launched. By the way, Kangwon and South and North Hamgyong Provinces on the east coast were damaged again by another Typhoon No. 9.

In the urgent situation that cannot be delayed even a moment and moreover, when a lot of main building forces of the society and units of the People's Army have been already deployed at the sites for damage rehabilitation in Kangwon and South and North Hwanghae Provinces, the Central Committee of the Workers' Party of Korea decided to have a frank talk to the Party members of the capital city about the issue on rendering strong assistance to South and North Hamgyong Provinces in their damage rehabilitation. Of course, it is social customs that all regions of the country always safeguard their heart--the capital--in every way. We can say that it is also our proud social customs for the people in the capital to help with sincerity and encourage the local people having a hard time at stern times.

This year we have been in special difficulties due to the lasting worldwide public health crisis and repeated natural disasters. But we are bravely overcoming all of them with the united efforts of the Party and the people. This year is not a year of damages and disasters, but a year of struggle, a year of advance and a year of unity when we have to make firmer unity in the arduous struggle of supertension.

Our Party flag which has fluttered on the heights of victory for 75 years is not ascribed to the wind of the times but to the intense loyalty and breath of patriotism of our Party members who have risen up as one without hesitation and responded to the call of the Party Central Committee with distinguished contribution. The Party members of the capital city should become standard-bearers and shock brigade at the decisive and responsible time when another serious turning point of victory must be made, which would be specially recorded in the history of our Party and revolutionary struggle.

In order to resolutely safeguard the 75th founding anniversary of the WPK and the Eighth Congress of the Party the Party Central Committee requests our Party members of the capital city to rise up and run to the sites for damage rehabilitation in damaged South and North Hamgyong Provinces in high spirits. October 10 is nearing at hand. But we cannot leave so many people in another damaged South and North Hamgyong Provinces to celebrate the holiday, homeless, due to difficult situation and pressing time.

The Party Central Committee has decided to organize elite divisions consisting of 12,000 excellent hardcore Party members in the capital city to be urgently dispatched to South and North Hamgyong Provinces. The main task you should carry out on the spot is to become the vanguard and spark of implementing the Party policy in the van of the working youth and service personnel who have turned out in the campaign for damage rehabilitation.

You should inform the people in the afflicted areas well of the true intention of the Party Central Committee to turn the recent misfortunes into blessing and thus make them live in better houses and better circumstances and help them with sincerity so that they can do the rehabilitation work with confidence and optimism. You should never impose burden on the local people and make a boast of helping them but behave with modesty and sincerity and sincerely teach them good experiences and advanced technology and skills created in the capital city while learning the strong way of life and disposition of the local people overcoming difficulties.

We are dispatching the divisions consisting of excellent Party members in the capital city to help the people in South and North Hamgyong Provinces. But what I am most concerned is your health. The commanding officers and political workers leading the divisions of Party members should pay good attention to the health and life of every man and look after all of them with overcautious mind so that they can finish the campaign in good health before going back home in the capital city Pyongyang.

I firmly believe that the elite divisions of Party members in the capital city organized by the Party Central Committee in person and dispatched to South and North Hamgyong Provinces would creditably discharge the honourable mission and carry out the combat task as the special detachments resolutely safeguarding the holiday marking the 75th founding anniversary of the WPK and the Eighth Congress of the Party.
