Korean National Peace Committee Calls for Protests Against US and South Korea

On November 15, the Korean National Peace Committee called on the DPRK International Solidarity Group to organize protests in connection with the aggressive actions of the United States and South Korea.

Below is the full text of the letter sent to the executive committees of our organization.

Dear friends,

Please accept warm greetings from the Korean National Peace Committee!

We are sending this letter due to the fact that on November 14, the United States and the puppet military gangsters are holding the first negotiations between the heads of the South Korean military departments and the member states of the UN Command on the territory of the South Korean puppets.

At the current negotiations, which will be chaired by the head of the US Department of Defense, a “joint statement” will be adopted, which reflects the so-called will of the UN Command member states to respond in the event of war on the Korean Peninsula.

Today, the UN Command, which should have been disbanded decades ago, will fabricate a confrontational statement simulating the second Korean War, again revealing its aggressive nature. This shows that because of the United States and its satellites, the security situation on the Korean Peninsula is further turning into a structure heading towards war.

"UN Command" is an illegal military structure fabricated by the US during the Korean War in the 1950s. with the aim of throwing many more aggressive armed forces onto the Korean front.

The United States fabricated UN Security Council “resolution No. 82,” which defined the DPRK as an “aggressor,” abusing the chance that the USSR did not participate in UN Security Council meetings as a sign of protest against the fact that the Taiwanese authorities were using China’s representation at the UN.

In this regard, on June 29 and July 6, 1950, the USSR government sent telegrams to the UN Security Council, which emphasized that resolutions adopted in violation of the UN Charter without the support of the USSR and China, permanent members of the Security Council, are not valid.

The “Unified Command” led by the United States was renamed the “UN Command”, this is because on July 25, 1950, the United States submitted a report to the UN Security Council on the activities of the “Unified Command”, in which they voluntarily renamed the “Unified Command” to the “UN Command” .

After the USSR began participating in the activities of the UN Security Council, on January 31, 1951, at a meeting of the UN Security Council, Resolution No. 90 was adopted on the exclusion of the agenda “initiation of proceedings due to aggression against the <Republic of Korea>”, which was presented by the United States on June 25, 1950. This is the recognition by the UN itself of the wrongness of mobilizing transnational armed forces in the Korean War.

On June 24, 1994, UN Secretary General Boutrous Boutrous Ghali admitted that the “Unified Command” was not founded by a subordinate organization under the control of the UN Security Council, but was subordinate to the leadership of the United States.

On December 21, 1998, UN Secretary General Kofi Annan, referring to the armed forces sent by the United States to the Korean War and their command, said that “no one among our predecessors allowed any country to be associated with the name of the UN.” Thus, since then, various UN stakeholders have repeatedly emphasized that “UN Command is not a UN organization subject to the direction and control of the UN.”

Despite such facts, the US calls its aggressive military forces “UN Command”, which is a gross violation of international law, including the UN Charter, and a blatant insult to all UN member states.

“UN Command” is an illegal structure that should have been dissolved decades ago by resolution of the UN General Assembly.

On November 18, 1975, at the plenary meeting of the 30th session of the UN General Assembly, two resolutions were simultaneously adopted on the dissolution of the UN Command and the withdrawal of American troops.

Progressive UN member states initiated resolution No. 3390(xxx)B on the mandatory and immediate dissolution of the UN Command and the withdrawal of all foreign troops from the territory of South Korean puppets. And the United States initiated resolution No. 3390(xxx)A, which concerns the dissolution of the UN Command and the withdrawal of American troops from January 1, 1976, if another system is established to preserve the armistice agreement.

At that time, the United States expressed its intention to conditionally dissolve the UN Command and withdraw American troops, which was only a last resort to avoid the immediate dissolution of the UN Command. But this clearly shows that they themselves could not deny the dissolution of the UN Command.

However, UN Command has existed for decades, and today it is being revived as a means of US transnational warfare - this is an alarming development of the situation that threatens security on the Korean Peninsula and the Asia-Pacific region.

However, the United States and South Korean proxies are introducing many nuclear strategic weapons into the Korean Peninsula and conducting aggressive large-scale joint military exercises, in parallel with this, the heads of the military departments of the member states of the UN Command - means of aggressive war will discuss joint responses in the event of an outbreak of war in the Korean Peninsula peninsula. This is a most dangerous attempt to unleash a new aggressive war against the DPRK.

The international community must increase its vigilance and strongly condemn and reject the military machinations of the United States and its satellites in trying to unleash a new war on the Korean Peninsula and in the region, thereby saving the world from the terrible scourge of nuclear war.

The illegal and aggressive “UN Command” must be dissolved immediately; this is a necessary and primary requirement to restore the authority and justice of the UN, to maintain peace and stability on the Korean Peninsula.

Taking this opportunity, we hope that you, who love justice and peace, will hold a protest demonstration condemning the reckless confrontational excesses of the United States and its satellites, driving the current situation on the Korean Peninsula into tension, issuing statements and conversations and other active solidarity activities, thereby supported the just causes of the Korean people to ensure lasting peace and stability.
